but how in the hell, I have drivin cars before where the power steering goes out and its not that hard to turn the wheel if your going over 5mph.

Because its the first sharp turn he makes, and as soon as he passes the 1/4 turn mark on steering wheel most cars lock up the steering wheel, thats probably why he couldnt turn it back.

well if my theory is correct, then the driver and the guy towing it are both idiots.

The video is titled wrong. That had nothing to do with "power steering failing".
Even if you lose power for example to the powersteering system by the belt breaking. You still have steering control- you just lose the power assist- it will be a little heavier to steer since you're turning against fluid in the rack, but certainly not impossible. And turning the wheel at speed would still be effortless.
What we saw there was the steering wheel actually LOCK itself inside the steering column.
And those dumbasses couldn't even slow down because they already used up the reserve pressure in the brake booster.
It's obvious the car was not running, was being towed, and key not in the ON position- morons behind the wheel are lucky they didn't kill anyone.
No matter how slow/fast they were going that was STUPID.
